States have pooled their forces by coordinating counter-terrorism policies, through bilateral and multilateral agreements, under the framework of UN Security Council mandates, and through international and regional institutions. At the same time, states have resorted to transnational instruments of cooperation, for instance by sharing information on national security threats on a peer-to-peer basis. Recent disclosures about international surveillance by the United States\u2019 National Security Agency (NSA) and the United Kingdom\u2019s GCHQ have sparked a global debate about transnational surveillance and counter-terrorism.<\/p>\n<p>This Roundtable will deal with many complications of the increasingly transnational discourses and actions involving counter-terrorism.<strong>\u00a0<\/strong><\/p>\n<p><strong>Panels<\/strong><\/p>\n<ul>\n<li>International Law, Due Process, and the European Courts<\/li>\n<li>Migration of Constitutional Ideas<\/li>\n<li>Extraterritoriality and Constitutional Law<\/li>\n<li>Data Gathering, Sharing and Protection, Privacy, and National Security; and<\/li>\n<li>Shifting Conceptions of Terrorism and of Legitimate Use of Force.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.lachmayer.eu\/wp-content\/uploads\/2014\/03\/IACL-program.pdf\" target=\"_blank\" rel=\"noopener\">Download the Program of the Havard Conference<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>International Association of Constitutional Law Harvard Law School, Boston, USA 7.
